CESA State Participants Meeting on Home Efficiency and Electrification Rebates Programs Applications

Join us for a meeting to discuss your questions and ideas regarding the U.S. Department of Energy’s (DOE) Home Efficiency Rebates and Home Electrification Rebates programs (HOMES/HEEHRA). The meeting is designed as a forum for states to discuss their individual questions and needs and hear from other states about their approaches to implementing these two programs. Note that this meeting is not sponsored or sanctioned by DOE; CESA is holding this meeting as a nonprofit organization that seeks to help states advance clean energy. This meeting is open exclusively to CESA members and to state energy officials.

About the Home Efficiency Rebates and Home Electrification Rebates programs. The Home Efficiency Rebates and Home Electrification Rebates program offers $4.3 billion in formula grants for State Energy Offices to assist with home retrofits, and the Home Electrification Rebates program offers $4.275 billion in formula grants to State Energy Offices to install efficient electric technology into homes (Sec. 50121 and Sec. 50122 of Pub. L. 117-169, respectively; DE-FOA-0002981). You can read more about the programs here.

Applications now open. DOE’s Office of State and Community Energy Programs (SCEP) has announced that applications are now open for states to implement the Home Energy Rebate Programs. DOE is also asking states to prepare Community Benefits Plans for their Home Energy Rebate programs to assure funds are invested in good jobs and real economic opportunities. Applications will be reviewed on a rolling basis and remain open until January 31, 2025. The published Administrative and Legal Requirements Document (ALRD) and program guidance documentation offers application instructions for states and territories.

About the meeting. CESA Executive Director Warren Leon and Project Director for State Implementation of IRA & BIL Anna Ziai will host this meeting of state participants in the 100% Clean Energy Collaborative to discuss states’ questions and ideas about implementation and share perspectives on the programs.
