Energy Bill Literacy Resources
Many state energy agencies are interested in educating consumers. CESA has compiled and organized this directory of resources to help consumer education efforts around energy bill literacy. The directory lists and describes the pros and cons of resources for educating consumers about their bills. Given that the format of energy bills varies depending on the state and utility servicing a consumer, this directory notes which of the resources below are best overall models for states to emulate or use as templates for building a consumer resource, general resources ready for immediate distribution, and more. Resources are organized in descending order based on how useful we believe they are to CESA members developing or adapting consumer education materials.
CESA published the directory in November 2025 and updated it in July 2026. If you know of additional resources that should be included or corrections to any of the entries, please email CESA Project Director Anna Ziai at [email protected].
