Multifamily Affordable Housing Solar and Solar+Storage: Solar for All Greenhouse Gas Reduction Fund Program Design Options for States

Vero Bourg-Meyer and Kelly O’Connell | Clean Energy States Alliance

This guide offers simple options for states to add Multifamily Affordable Housing (MFAH) solar and/or solar+storage to their application to the $7 billion Greenhouse Gas Reduction Fund (GGRF) Solar for All competition (Solar for All) and take advantage of the new tax credit features of the Inflation reduction Act.

It can be used in states that do not already have MFAH solar or solar+storage policies and programs in place and in states that wish to expand their current program offerings to reach LMI households or provide additional benefits to disadvantaged communities. States will have to make program design choices and incorporate or remove elements based on policy and regulatory considerations in their state.

While this resource was specifically designed for states, it will also be useful for tribes, municipalities, and other eligible recipients for the Solar for All Competition.

This guide is a companion to CESA’s previous guidance on LMI single-family homes solar programs and community solar for LMI and disadvantaged communities. Read more and consult other available resources relevant to the Solar for All Competition on the Scaling Up Solar for Under-Resourced Communities project page.
