Virtual Power Plants (VPPs) are the future of the clean energy transition.

VPPs aggregate distributed energy resources—such as solar, batteries, EVs, smart appliances, and flexible commercial loads—to provide cost-effective benefits to the grid and to communities.

The VPP Acceleration Initiative helps states, local governments, communities, and financial institutions deploy and scale VPPs—advancing affordability, strengthening grid reliability, and supporting decarbonization. In addition to savings, communities enjoy health and resilience benefits.

Why VPPs, Why Now

DOE estimates that 80–160 GW of VPPs by 2030 could meet 10–20% of U.S. peak demand while saving $10B annually in grid costs. Electricity demand is rising rapidly due to data centers, electrification, and new industrial loads—while grid expansion is slow, expensive, and increasingly unpopular. Virtual Power Plants unlock resources embedded in the grid we already have, to deliver:

  • Reduced peak demand and grid stress
  • Lower system and customer costs
  • Improved reliability during extreme events
  • Fewer costly transmission and distribution upgrades
  • More clean energy benefits to communities, including low-income households

What Is the VPP Acceleration Initiative?

How the Initiative Coordinates National Support for the Public Sector

What Success Looks Like

A Trusted National Partnership

The Initiative is led by partners with deep, complementary expertise.

State clean energy policy and program delivery

Local government implementation

Community-based and environmental justice engagement

Clean energy finance and CDFI mobilization

Together, we connect state policy, markets, communities, and capital to accelerate VPP program design and deployment.
