The State-Federal RPS Collaborative serves as a forum for the exchange of experiences and lessons learned regarding the implementation of state Renewable Portfolio Standard (RPS) policies. It was established to advance dialogue and cooperation among a broad network of state and federal government officials, renewable energy certificate tracking system administrators, NGO experts, industry representatives, and other stakeholders. It is supported by the U.S. Department of Energy and the Energy Foundation. The Collaborative offers a free monthly newsletter, regular webinars, reports, an annual National Summit on RPS, and opportunities for information exchange. The Collaborative provides an opportunity for participants to learn about and discuss issues that states face in administering RPSs and achieving their RPS goals. The Collaborative monitors and reports on RPS trends and on external factors (e.g., technology developments, renewable energy price trends, federal policies) that impact RPS programs. In addition, CESA staff members provide individualized technical assistance to states in the process of implementing an RPS as well as those that are considering passing RPS legislation.
Renewable portfolio standards are an important tool that 29 states, the District of Columbia, and Puerto Rico have established to encourage clean energy investment in the U.S. CESA member agencies have an important stake in the success of these new laws as the state clean energy fund programs are sometimes the implementation agencies for RPS mandates. In other cases, the funds play a critical role in addressing the implementation challenges involved with RPS requirements and filling key market gaps.
